Horizon Project, Inc. has an annual operating budget exceeding 7 million dollars, with a 6 million dollar payroll with approximately 160 employees.

Revenue Sources

Horizon sub-contracts with several public agencies to provide necessary support to individuals in the community.  Horizon also sub-contracts with Milton-Freewater to provide the City with recycling services. For the Cities of Pendleton, and Hermiston, we also provide grant administrative services for local Revolving Loan Funds.  The organization also generates additional revenue from grants and private donations.
